Visa-Free Regime for Citizens of the European Union
Member States, the Swiss Confederation and the Principality of
Liechtenstein On July 26, 2005 His Excellency Mr. Victor Yuschenko,
President of Ukraine, signed the Decree ¹ 1131/2005 on Introduction
of Visa-Free Regime for Citizens of the European Union Member
States, the Swiss Confederation and the Principality of
Liechtenstein.
Facilitating the free movement of persons in general, the said
Decree envisages visa-free travelling to Ukraine by all citizens of
the aforementioned countries, including the Kingdom of the
Netherlands.

GENERAL PROVISIONS
On March 31, 2005 His Excellency Mr. Victor Yuschenko,
President of Ukraine, signed the Decree on Temporary Introduction of
Visa-Free Regime for Citizens of the European Union Member States
and the Swiss Confederation.
Aimed at promoting due organization of the Eurovision Song
Contest 2005 in Ukraine, streamlining travel procedures for its
organizers, participants and guests, as well as facilitating
international tourism in general, the said Decree envisages
visa-free travelling to Ukraine by all citizens of the
aforementioned countries, including the Netherlands, for the period
from 1 May 2005 to 1 September 2005
No visas are required for :
1. Nationals of Ukraine, Armenia, Azerbaijan, Belarus, Kazakstan,
Kyrgyzstan, Republic of Moldova, Russian Federation, Tajikistan,
Uzbekistan, Lithuania;
2. Nationals of Georgia holding passports for traveling abroad;
3. Nationals of Argentina, Brazil, Croatia, and Turkmenistan
holding diplomatic or service passports for a stay of maximum 90
days;
4. Nationals of E.U. countries for a stay in Ukraine of maximum
90 days provided holding:
- diplomatic passports; or
- Laissez-Passer issued by the European Union (including
Commission of European Union);
5. Nationals of Israel, Latvia and Mexico holding diplomatic
passports for a stay of maximum 90 days;
6. Nationals of People's Republic of China and Vietnam for a stay
of maximum 90 days holding diplomatic or service passports.
7. Nationals of Turkey holding diplomatic, service or special
passports for a stay of maximum 90 days;
8. Nationals of Cuba holding:
- diplomatic, official or service passports or
- normal passports and travelling for purposes of medical
treatment only, and holding proof thereof;
9. Nationals of Estonia holding diplomatic passports;
10. Nationals of Poland for a stay of maximum 90 days provided
holding:
- normal, diplomatic or service passports or
- passport forms;
11. Nationals of Hungary, Mongolia provided:
- holding government duty passports and travelling on duty; or
- holding normal passports with an annotation confirming duty
purposes; or
- travelling for touristic purposes and holding proof thereof; or
- travelling for private purposes and holding legitimatie
invitation from Ukraine;
12. Holders of Laissez-Passer (travelling on duty) issued by the
United Nations.
Merchant Seamen: must travel on duty and hold Letter of Guarantee
of shipping company. Visa is not required regardless of nationality.
Crew: visa not required for a stay of max. 48 hours provided
holding Crew Member Certificate.
Nevertheless an invitation or travel voucher is needed to be
shown by citizens of these countries on the ukrainian border.
Applicants holding passports issued by all the rest countries
must allow at least 12 business days for their visa application to
be processed
Holders of passports of the countries of European Union, USA,
Canada, Japan, Switzerland and Turkey get visas in 7 days, or, if
urgent procedure is selected, in 6 hours. No invitation for citizens
of the above mentioned countries is needed for visa types: service,
private, business, cultural, scientific, sporting.
VISA TYPES
Based on the purpose of entry, a BUSINESS, TOURIST, PRIVATE or
a TRANSIT VISA is granted. IMPORTANT: Since only one type
of visa is issued per entry, the primary purpose of entry should be
stated in the application form and the supporting document related
to this purpose must be provided. No group visas are provided.
HOW, WHEN AND WHERE TO APPLY
At the Consular Office applications are accepted from
Monday through Friday from 9:00 am till 11:30 am. The consular
office is closed during official Ukrainian (January 1 and 7, March
8, May 1-2 and 9, June 6, June 28, August 24, November 7-8) and
Dutch holidays.
FOR ALL VISAS THE FOLLOWING MUST BE SUBMITTED
1)A valid passport. Copies are not acceptable.
2) One completed application
form printed or written in block letters.
3) One recent passport size photograph.
ATTENTION!
No invitation letters are necessary for citizens of the countries
of the European Union and US, Canada, Japan, Switzerland, Slovak
Republic and Turkey citizens for obtaining service, business,
private, cultural, scientific and sporting visas. For other kind of visas TOGETHER WITH ALL ITEMS LISTED ABOVE THE
FOLLOWING DOCUMENTS, each hereinafter referred to as "the supporting
documents", RELATED TO THE PURPOSE OF ENTRY MUST BE SUBMITTED IN
SUPPORT OF THE APPLICATION FOR:
A) Business Visa:
(except citizens of the EU, USA, Japan, Canada, Switzerland,
Slovak Republic and Turkey)
An original invitation from a legal entity duly registered in
Ukraine, typed on its letterhead containing its official address and
telephone number, signed by an authorized officer (other than the
applicant) of the entity, bearing its seal and accompanied, by a
certified copy of its valid Certificate of Registration in Ukraine,
and copy of the passport of signatory officer. The invitation must
detail the purpose and if necessary the number of visits, exact
travel dates, cities and/or towns to be visited and provide basic
passport data of the invitee.
B) Visa for Religious Mission:
(for citizens of all countries)
A letter of invitation from a Ukrainian religious organization
for a foreign missionary must contain or be accompanied by a written
confirmation under the signature and seal of a responsible official
of the State Committee of Ukraine on Religious Matters or of the
department on religious matters of a regional or city administration
depending on where the sponsoring organization is registered.
C) Visa for Humanitarian Mission:
(for citizens of all countries)
For individuals providing humanitarian aid, a visa is issued on
the basis of a letter of support from the Committee on Humanitarian
Aid of the Cabinet of Ministers of Ukraine (see: humanitarian
issues).
D) Tourist Visa:
Return airway ticket to Ukraine issued by the Ukrainian airway
company, or the request for a visa typed on a Ukrainian travel
agency's letterhead, signed by its manager and accompanied by a
printed itinerary of the applicant's visit listing the cities and/or
towns to be visited and the names of hotels the tourist will be
staying at, exact dates of accommodation with confirmation numbers,
or the confirmation of the booking of the hotel issued by the
officially registered Ukrainian hotel.
E) Private Visa:
(except citizens of the EU, USA, Canada, Japan, Switzerland,
Slovak Republic and Turkey)
1.)for a home stay visit - only original invitation issued
in the applicant's name by a local Visas Permits and Passports
Department Office (VVIR) of the Ministry of Internal Affairs of
Ukraine where the sponsor permanently resides
2.) for a burial site visit - an original Ukrainian Red
Cross official confirmation of an existing grave of the applicant's
blood relative
3.) for medical treatment - an official notification from
the medical establishment providing treatment to the applicant
4.)for employment (including lecturing) for periods each
exceeding three consecutive months-a labor authorization document -
(DOZVIL NA PRATSEVLASHTUVANNIA) in the name of the applicant issued
by the Ministry of Labor of Ukraine and obtained for him/her in
advance by the employer in Ukraine(a business visa is required for
each entry with the same purpose for a periods under three months). F)Transit Visa:
A valid visa to the next country to be entered or, if such is not
required, other documents which confirm entry into that country or a
confirmed one way or round trip ticket for train or ship travel from
the point of entry into Ukraine to the point of entry into the next
country from Ukraine or if traveling by automobile - a statement by
the owner of the automobile. This visa does not authorize an
applicant's stay in Ukraine and is not required for a non-stop
flight over Ukraine.
VISA DURATION
a) SINGLE or DOUBLE-ENTRY VISA
- For citizens of European Union countries, US, Canada, Japan,
Slovak Republic and Turkey citizens - up to 6 months.
- For other nationalities and stateless persons - up to 3 months.
b) MULTIPLE ENTRY BUSINESS VISA
- For EU, US, Canada, Japan, Switzerland Slovak Republic and
Turkey citizens - up to 1 year.
- For other nationalities and stateless persons - up to 6 months.
c)TRANSIT VISA
- up to 5 days (a period of time sufficient to
cross Ukraine by train, ship, automobile or other mode of
transportation) within the period up to 3 months.

Visa fee is waived for:
- members of humanitarian organizations providing humanitarian
help to Ukraine (requires confirmation letter from
the Humanitarian Aid Commission attached to the Cabinet of Ministers
of Ukraine)
- TACIS employees (required proper invitation from the Ministry
of economy of Ukraine)
ATTENTION!
After a visa is received, it should be checked for accuracy and
returned to the Consular Office, if necessary, for corrections. The
Consular Office shall not be responsible for any discrepancies,
which were not brought to its attention.
VISA RELEASING
Payment by postkantoor: When an application is submitted
in person a numbered receipt (acceptgiro) is issued to the
submitter. This receipt should be presented at the Consular Office
when the visa is claimed. The travel document will be released to
the submitter of the receipt unless its owner or other submitter has
provided other written notarized instructions at the time of the
application. If the receipt is lost, the travel document will be
released to its holder or at the written notarized request of the
holder to his/her appointee and printed confirmation of payment.
Issued receipt (acceptgiro) has to be paid in any post-office
in the Netherlands (but not in a bank). We strongly recommend you
not to transfer money to Embassy's banking account for the consular
services beforehand. All amounts that were transferred by your
own initiative without numbered receipt (acceptgiro) are not
refundable.
Since August 2004 payment by pin (bank card) is acceptable
during the reception of visa application in the Consular Section of
the Embassy.
REGISTRATION IN UKRAINE
ATTENTION!
From July 1, 2001, the registration of EU citizen in Ukrainian
competent authorities (OVIR) is cancelled! You are not required to
register your travel document in case of temporary stay in Ukraine.
Additional information
If you are interested in obtaining a tourist visa, please contact
the nearest travel agency that have contragents in Ukraine and is
able to provide you with the documents confirming tourist goal of
your trip
These provisions may change without prior
notification.
